Question about the T.V. show "Monk"?

In the episode of Monk where Natalie becomes the Lotto girl, Mr. Monk gets Lotto Fever, I was wondering how the people who rigged the lottery machine knew Captain Stottlemeyer would pick those numbers. If he hadn't picked those exact numbers, they couldn't have framed him, but Monk never explained how they knew he would choose those numbers in his "here's what happened"
