We are traveling to kuwait , transit through london, can we tour london?

i have a 9 hour wait period before finishing the flight i was thinking of touring london for a little while, ohhhh like 3 -4 hours, can we do that or do we need some sort of visa? are we good to go? (all four of us are american citizen)
