Where does our choices come from?

Some people I asked says it comes from our mind and some others say the soul. So, if god created our soul/mind how did he complete the creation process without actually designing the way we would choose or think, did he limit his knowledge while creating us, did he become less knowing to design what we are? How can god create our mind without programing what it would do, this seems to be a paradox to me. How can freewill exist if an omnipotent god with a plan created us?
