Are police recruits taught that anyone who runs is fair game for a beating?

I don't think they're taught that. But if indeed they are. Then it should be taken as a premise for the ones being chased to have the ability to beat up the cop if they can. I mean if we are allowing officers unfettered ault privileges. Then citizens should have the same privileges when it comes to defending themselves from officers that strike them. Without the threat of ault on a peace officer being held against them.
