If your foundation is ILLUMINATING is that good for dry skin?

Illuminating just means that it gives you "a glow". It makes your skin look fresh and clean! If your skin is really dry I'd put lotion on it...not scented. Wait for it to dry and repeat. Then put on your foundation. It will hydrate your skin good a couple times then you can put your foundation on to lock it in!!
